No ID

Hi, i've been in a bit of a predicament for sometime now and can't resolve my situation so i thought i'd try here.
I have no Identification whatsoever and can't legally get my foot in the door to open a bank account and find employment.
I was born in England and have lived here all my life but many years ago the ID i did possess expired or was lost and all i'm left with now is knowing my NI number.
The problem deepens as my mother remarried when i was young so my surname now is not the same as on my birth certificate so obtaining a copy would be pretty useless and i wouldn't want to use that name.
Any advice on how to turn this around would be appreciated , Thanks.

    To which bank does your identification problem relate?

    Every bank has a list of alternatives you can use when a customer does not have the usual forms evidence.

    It is usually something like a recent bill and bank statement to prove your id and address.

    Check out the list with your preferred bank.
    I work within the voluntary sector, supporting vulnerable people to rebuild their lives.

    Do you have Council Tax bills in your name ….   gas, electric water ?

    Were you legally adopted by your stepfather? Are there any documents related to this that in conjunction with a birth certificate explain a change in surname? 
    Have you tried to get credit report from e.g., Experian entering your current details? This would give you an idea of what is held about you by the organisations that keep track of such things.

    Edit: What name and address was your NI number/card sent to and created in? I'd presume this would reflect the name the authorities think you'd be using.

    What ID was this? A passport? Other? Why can't it be renewed / re-issued?

    Get a copy of your birth certificate, legally change your surname by Deed Poll, request a provisional driving license.

    Totally useless to open a bank account.
    Its only purpose is to get you into clubs when underage.

    The way to start getting your ID is to get a copy of your birth certificate - this is the same for every UK citizen

    it doesn't matter that you use a different name now and it doesn't matter that you don't like the name registered on the birth certificate both of these are irrelevant

    that is your starting point - from there everything else follows

    But the OPs surname is not the same as the one recorded on their birth certificate.  They would need at least a Statutory Declaration from a solicitor as a supporting document.

    yes of course but neverthless the birth cert is the starting point for his id
