The new accountant is going to amend the returns and Hmrc will be contacted again . Do you know if you can appeal review or will that be the final decision

They are not employers. They are contractors, and "CIS workers" are subcontractors. Contractors submit CIS returns to HMRC showing amounts paid to subcontractors and tax deducted.
