Plus I don't want my mother to get stressed from it too.So, if this was me I would change their 'address for service' to your address, prior to POPLA, and use your address when putting in the POPLA appeal too, then you will get all the letters addressed to them, but at your home. If you also create a 'new' email address (hotmail or gmail) with the name of the appellant (Dad?) as part of it, then YOU can call all the shots as if you were Dad and you will see all emails and all letters.
And you can honestly tell your parents that you are handling it and you expect them to hear no more.
Re the change of address you can just email it as Dad, and tell them that this is the address where he can be reached due to family living arrangements during lockdown, and that they are not to use the 'old' address.
No-one pays ECP because we either get the retailers to cancel the PCN (the easy route - if you are persistent) or we try POPLA where some win and some lose. And those who lose at POPLA (so what...) then ignore ECP who are not especially litigious and only choose 'multple PCN' cases on rare occasions to try a small claim.
And if YOU see all the letters and emails from now on, by doing as I have explained (all in Dad's name, NOT yours!) then you will know that we are correct and that all that happens is a debt collector demand in the post every 6 months for a while till they give up. But landowner complaint IS the easy way out.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Did you complain to your/your father's MP and the Prime Minister as suggested?
Have you contacted local and nation press and TV about this disgusting behaviour where scammers are cashing in on the covid virus pandemic?
The above actions are what will get the scamvoice cancelled so your dad won't have anything to worry about.
