You do know that won't win almost any appeal directly with the PPC, don't you?  You might win via POPLA if you get your head around how to do it. But even if you don't win a POPLA appeal, there's no need to pay ECP, nor to be overly concerned about them. 

I understand that nobody ever wins the internal appeals process of the PPC's.

Why would ECP need to be paid? I thought legislation changed a few years ago (2012?), so you can no longer ignore parking charge notices (and threats of debt collectors) as you were able to do?

I don't think my father will be able to ignore any 'threats' of debt collectors (he suffers from stress/high blood pressure and a heart condition). Plus I don't want my mother to get stressed from it too.

So, if this was me I would change their 'address for service' to your address, prior to POPLA, and use your address when putting in the POPLA appeal too, then you will get all the letters addressed to them, but at your home.  If you also create a 'new' email address (hotmail or gmail) with the name of the appellant (Dad?) as part of it, then YOU can call all the shots as if you were Dad and you will see all emails and all letters.

And you can honestly tell your parents that you are handling it and you expect them to hear no more.

Re the change of address you can just email it as Dad, and tell them that this is the address where he can be reached due to family living arrangements during lockdown, and that they are not to use the 'old' address.

No-one pays ECP because we either get the retailers to cancel the PCN (the easy route - if you are persistent) or we try POPLA where some win and some lose.  And those who lose at POPLA (so what...) then ignore ECP who are not especially litigious and only choose 'multple PCN' cases on rare occasions to try a small claim.  

And if YOU see all the letters and emails from now on, by doing as I have explained (all in Dad's name, NOT yours!) then you will know that we are correct and that all that happens is a debt collector demand in the post every 6 months for a while till they give up.  But landowner complaint IS the easy way out.

Well i've sent an e-mail to M&S to see if they can cancel it. Hopefully that would solve the problem!

It will be interesting if they need some kind of bail out. Can't see the Government bailing them out. Banks would want to see an aged debtor list and that would be interesting given that they have been chasing very old claims with little success.

Marks and Spencer may get the ticket cancelled. They have worked hard on PR during the crisis so they surely would not want to spoil the ship now.

hopefully they will see sense but, with his father following government rules of self distancing which means standing in a Queue and all that goes with this in store and checkout, it would be holding customers in contempt if they allow their parking scammer to not take government rules into account.

Did you use the letter that beamerguy wrote for you on the 2nd of May, and did you make the additions I suggested?
Did you complain to your/your father's MP and the Prime Minister as suggested?

Have you contacted local and nation press and TV about this disgusting behaviour where scammers are cashing in on the covid virus pandemic?

The above actions are what will get the scamvoice cancelled so your dad won't have anything to worry about.

I read on another parking forum that car park operators are exempt from the government's small business financial support scheme.
