I made the switch to EON and they requested a reading so l rang them and gave it them over the phone. When l received my bill l realised it was an estimate when l gave them the actual over the phone, I subsequently disputed the numbers and they said they would raise a dispute with the previous supplier and that’s the last l have heard about it then into COVID.0 -

As this is a modern 112 meter it must have been changed in recent years - possible therefore that Eon's records have never been updates. That would explain your low readings and Eon's high.
Send Eon a photo of your meter - after you have checked the serial number on it against the bill.
Never pay on an estimated bill. Always read and understand your bill0 -

Which type of heaters are on 9 and 8? I assume they are top up panel heaters or infra red in the bathroom? Anything used at peak rate should be used sparingly, if at all.Your main heating should be genuine storage heaters plus the lower immersion heater, all on the off peak switched circuit. The Boost (upper) heater (10?) should only be used if you've run out of hot water in the daytime or have been away. Whatever you do, don't connect storage heaters to a 24/7 circuit !0
