  • I took the document to court and the DVLA’s barrister could only splutter so with all due respect I think my interpretation can be relied on here.  
    With all due respect that's only when requesting info using the v888/3, a it clearly states. 
    They don't use this form. They use the electronic KADOE link.  Your excerpt is worthless for the majority of ppc. 
    V888/3 would normally be used by smaller companies without this link. 
    A parking company using KADOE has to have had a probationary period following (ahem)  these rules before it is allowed a KADOE contract with the DVLA.   The rules still apply albeit on a larger scale.  If a large company had issued me with a PCN I would be checking that it has a legitimate office (and is not simply hiding behind an accountant’s address or worse ‘rent me some virtual office space so that I look legitimate .com).  
    I will be putting this to the test with a larger company and you will note that I am very careful about saying to follow the regulars’ advice  - because I am happy to take a risk but I do not want others to until I am confident of the outcome.  

    However, the OP has the right to ask where and how her data is stored (with more emphasis on the where).  In fact everyone should be asking.  The IPC changed its address since I served it with a summons and said I would be visiting  B)

    I really do not know what you mean.  I have been very clear that I blame the DVLA for its negligence in terms of the ATAs behaviour in profiting via subscriptions from its parking operator members and in exchange allowing them to abuse the system and cause misery.  

     I am not able to help people with individual PCNs and I always say to follow the experts’ advice on here - but if people then take the time to complain to the DVLA/SRA/ICO it will help to make a change (before you jump in - I believe that).  When I have all the information, (and it is a tangled web) I will be going to the press despite being a very private person without Facebook, Instagram etc etc.  Yes I feel that strongly.

    The dvla don't care. They use this income to keep the lights on. They're utterly for ppcs. 

    They can immediately use the link, by using zzps or another company to process. Also they must destroy according to their retention policy.

    The GDPR  should protect everyone from a flow of data but ....... the ICO and DVLA are buddies and there is an income stream from the £2.50 a pop. The DVLA say they don't make a profit which of course is a load of b*llocks because their data release is computer operated and automatic.  So you need to get past the lies and find out who is the benefactor

    The new code of practice is going to be a farce and you can guarantee, someone will profit
    Probably the best word is CORRUPTION

    It's worth checking if the ppc does use a V888 as it looks like they can simply send one form and a list of reg numbers so isn't as hard as you might imagine. KADOE would be more appropriate for the volume these parasites go through though.

    There has to be some protection for landowners as it would otherwise be chaos but the ATAs must go in place of a properly independent appeals system - and a fine for any parking operator in breach of its code of conduct.

    A mailbox on its own is not allowed by the DVLA.  A physical company address must be behind it and if a person is operating from a home address, I would definitely ask to visit to view my data file! I would also question if the company has the permission of the mortgage company to run a business from home (if there is a mortgage on the property) or the landowner if the flat is leasehold/rented.  Normally I would be live and let live when it comes to this issue by the way.

    Indeed, but these are unprecedented times, we are in uncharted waters,  and we must take every opportunity to kick a scammer when they are down.  

    I urge everyone to question everything, the old way of doing things  has to adapt to the new reality, and that includes CPR.  
    You never know how far you can go until you go too far.
  • Yes a parking company can send one V888/3 with a long list of vehicles on it. I have one here (other VRNs blacked out).
