I'd post a letter attaching your summary costs assessment (signed & dated like in all the other examples recently) plus a copy of that discontinuance and write a coverig letter inviting him/her to grant your indemnity costs, as assessed by you.

At worst they can only say no , so as mentioned earlier , for the cost of a stamp , a stamp you were going to pay for anyway !!1
