Have you looked on Facebook for any local pages being opened where people are getting together to sort out help groups.  I know in our area we have two, there is one trying to organise how to get prescriptions delivered to people and one looking at food deliveries.  To check do a Facebook search starting with your town name as any help page may start with the town name.  The same with your In Laws area, they don't have Facebook access but you do so you could help them by being a go between if a help group exists in their area.

Perhaps they/you should have a word with the "corner shop" to ask - if it came to it- if they could deliver for a couple of weeks.

Re the government’s apparent policy of letting large numbers of the British population catch coronavirus in a bid to create "herd immunity".
    https://www.independent.co.uk/news/health/coronavirus-herd-immunity-uk-covid-19-pandemic-outbreak-flu-a9400171.html

This comment from BTL on the Independent article seems pertinent:
" One of my closest friends leads a team specialising in immunosuppressive therapy for certain illnesses and his patients have serious, pre-existing conditions. In simple terms, if his patients contract this virus, they die. And using Boris’ ’herd’ method, they will. And that’s the issue with the ’herd’ method. Data is 2% of people contracting this virus die. If 60% of the country is infected, that’s around 36 million people. 2% of that is 720,000 deaths. That’s a lot of body bags. Instead, my friend’s suggestion (and one of the options that must have been offered by the Chief Medical Officer) is to break the chain of infection and do it fast. Then, once a vaccine is in place, to use this to create herd immunity. This will mean emphasising the value of lives over economic damage. Instead, Boris’ method focuses on the economy. It’s a hell of a choice. And it’s a lot of dead people we’re talking about."

I suspect that that is considerably easier said that done. I dobn't suppose the friend indicated exactly how that could be achieved ?  You would need to break the chain not just now but every time the virus re-emerged between now and the point at which a vaccine is widely available  - at least twelve months away.

         Very true.
And probably more difficult in democratic countries, where the Chinese option of enforced sealing off of entire communities / areas may not be politically (or economically) possible.

I frankly dont believe Chinese claims that numbers of infections have decreased so dramatically - from 2000 to less than 100 per day in a week !

On Tuesday Trump promised: “We’re doing a great job with it. And it will go away. Just stay calm. It will go away.”

They can't afford to stockpile any food
They have always bought for from the 'corner shop' paying cash and don't even have a credit or debit card,
They only have s bank account because the local post office closed a few years ago !!
They do not trust home delivery
He is virtually immobile and she has a heart problem
    And no internet
    They are set in their.ways
    Which worries us........
So do what the rest of us do in such instances.
Take the matter out of their hands.
Order the food online for them.
If they have a bank account, but no cards, no internet. Just how do they get cash?

Sadly you seem to find a problem with every answer that is thrown at you.
