Have you complained to the BPA and DVLA that the scammers obtained your personal data without reason? This is both a DPA/GDPR and KADOE contract breach.

UKPC provide the tablet, and it has failed.
That breaches the Consumer Rights Act 2015 schedule 2 para 18.
Tell them you will see Rupert Williams in court. Have you Googled him and read pepipoo and MSE forum posts about that person over the years? No point wondering what he will say! He rejoices in 'running' an ex-clamper firm who have been banned twice by the DVLA in recent years. This is not a decent firm. Beat them in court.PRIVATE 'PCN'? I googled 'Park Plaza Cheshunt' rather than just the Travelodge & they come up again and again. I think they're the land management agents.
Really go for it. They like to emphasise the super-duper 'free car park' when advertising property in the Plaza!1 -

Unhelpful as Travelodge have been, I think they are telling the truth re. not being landowner. There are other premises below the Travelodge and the car park appears to serve both. There again, they should have told the OP who the landowner is but he has an opportunity to bypass them & their obfuscation.1
