Firsty you should write this up on the Hotel's website, Facebook page, TripAdvisor , Trivago, booking.com, hotels.com et al
It is not a fine it is an invoice from an ex clamper., please read the stickies.
Many judges regard this type of claim as a trifling matter, a waste of court time read this

so do not be too concerned if they take this to court, from what you have told us I predict that they would crash and burn.Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

Complain to the BPA and the DVLA that a PCN was issued for no valid reason. This is both a DPA/GDPR breach but also a KADOE contract breach.Include your photo' evidence in your complaint.
Also complain to PoPLA that yet again their assessors have failed to look at the evidence provided in your appeal. Suggest they get their "sector expert" to look into this as there has recently been a spate of incorrect decisions by poorly trained assessors who could not count to 14 nor understand the strict requirements of the PoFA 2012.
Complain to the hotel CEO.
Leave negative feedback on the hotel website/Trapadvisor/Fakebook etcetera to warn other motorists that scammers are scamming genuine hotel guests.
Complain to your MP about this unregulated scam. Copy in the MP where the hotel is located. Contact local press for that area as well.
Make separate complaints for each PCN.
This is ridiculous we can't let these companies charge who ever they want. What gives them the right to just take peoples money for no reason I need to win this to set an example to them4 -

As far as Travelodge goes, we must assume they don't like paying customers and I would go to the CEO with your story and get him to contact the landlord and get this cancelled.

So I thanked them and then last email was this

I even requested cctv footage to show that I have entered my registration in and this is what they said

Their agent - and you have no proof that they didnt hire them - is their agent. They can, and must, be able to exercise due control over them, ese they are setting themselves up for liabilities under the EA2010 as well as the DPA2018 etc.3 -

Thank you for your email regarding the parking charges that have been issued to your vehicle recently. We appreciate the opportunity to look into this to ensure that the parking charges have been issued correctly and the correct Appeals process followed.
My understanding of the site is that guests of the hotel are asked to enter their vehicle registration on arrival so that our warden is aware that parking on site is authorised.
Ref 9438519365459. Evidence of the hotel stay received but not listed on allowed parking system. Therefore we offered the parking charge at the reduced rate of £15.00. I appreciate that supporting evidence was sent to us (photos of the tablet) but unfortunately we could not consider this as not time and date stamped.
Ref 9438520002099. Same scenario as above.
Ref 9438519286896. Appealed received, we then requested supporting evidence. As this was not received had no alternative then to make out final decision and provide POPLA code.
Please note that I can appreciate that this is not the outcome that you may have wanted but hope my explanation explains the reasons behind our decision.

This hotel is going to get more and more problems by using UKPC.. Using a parking company is the best way to lose business. Invite the CEO as a witness in court asking what dates he will be available, should this go to court.
I tell you what, with the corona virus getting worse, these companies will not know where the next buck is coming from ...... the last thing they should do is alienate customers and hold them in contempt4 -
Of course they can consider it
Point out you are happy to have thi heard in court. You owe nothing due to a failing in THEIR system, and their continued harassment when presented with sufficient doubt over their accuracy of their system is vextious and actionable.3 -
Just need a solid way to respond back to that email to get them thinking and panicking0
