It doesn't say you can't so I assume you can but is it possible to just open the YBS account with cash?
Yes and no, depends on if you're opening at a Branch (yes) or agency (probably not).

I was taken into a little room to open the account, which was opened with a zero balance. I then had to go back out into the branch and queue up at the counter with my new passbook to deposit the cash.

As YorkshireBoy said, yes you can. I phoned Lloyds Bank today and asked the exact same question and they confirmed you can.

Principality Regular Saver Bond Issue 20 has been replaced by Issue 21. The interest rate is still fixed at 2.00% but the maximum monthly deposit is reduced to £250 and, although monthly payments can still be skipped, no withdrawals are allowed until the end of the 12 month term - money is only otherwise accessible by early closure.

    There is a new
    Coventry BS Regular Saver
    Issue 2
    Worth mentioning T&C:
1.3 You can only be named on one Regular Saver (including any subsequent issues) at any one time.
This what is showing under by Coventry BS now under conditions:-
"This is a limited issue account and you can only have one version of a Regular Saver at a time."
    Note ONE VERSION.
