You do not need to fill in any of the financial forms that have been sent to you by the PPC.3

Nope, I wasn’t going to fill in any of the financial forms. Thus far, I have sent an SAR to the parking firm, and I am going to send this letter back stating I deny/dispute the debt and ask for a breakdown0

Did you read this bit?...DO NOT use the 'reply forms'. You do not have to declare your finances!
Of course I may have got it wrong and they aren't the forms you are talking about.
If you want accurate clear guidance then your posts need to be accurate and clear.4 -

Write to CEL telling them that whilst you deny any debt, under paragraph 4.2 of the Pre-Action Protocol for Debt Claims you require them to suspend processing for thirty days as you are seeking debt advice.5
