    no mention about why the decision was changed on the successful appeal by POPLA.
    Just that he agrees with the outcome.

    Awful response from Kate Hollern.  

    Paul Garritty defends POPLA.  He implies that if you'd explained the mitigating circumstances in your appeal then POPLA might have referred the appeal back to the Operator to reconsider the PCNs.  So where, at the appeal stage, does POPLA clearly explain to appellants that mitigating circumstances may be taken into account?  

    In any case, that is an untruth.  POPLA may have taken mitigating circumstances into account on one or two occasions over the years but those would have been the exceptions to put it mildly.  POPLA do not consider mitigating circumstances.  And PPCs most certainly do not consider mitigating circumstances either.

    Kate Hollern contacted the body who treated you unfairly.  They have informed her that they treated you fairly.  Kate Hollern is satisfied with that.  Where in all of this do you and your family figure?  Well, evidently you don't.  

    Time to take this to the local press mhugradar.  I think you've been honest about what happened, you've shown dogged determination, you deserve for this to be resolved in your favour and I think you need to put it out there if that's to happen sooner rather than later.

    A loss at PoPLA means nothing to you, only what a judge says in court, and a judge will consider mitigation.  Have you complained to your MP?
    You never know how far you can go until you go too far.

    I've been looking back over this thread.  

    Getting more and more angry with Paul Garrity's response to Kate Hollern and her response to you.  

    Obviously there have been many twists and turns in this sad tale so far.  Whatever I say, I'll miss something I'm sure.  However first thing that jumps out at me is that Garrity's reference to there being no mention of mitigation is a flaming cheek.  PALS were well aware of the mitigating circumstances, James Maguire (he's the CEO right?) was aware, and early on your MP Kate Hollern contacted POPLA on your behalf - she was aware of the circumstances and presumably she made POPLA aware of them too!!  And while we haven't seen your POPLA appeal, it looks like any fool could have deduced that there were serious mitigating circumstances from your comments on the PPC's evidence.  

    Can you collate everything that has happened so far, step by step?  A list summarising actions, responses, dates, names.  Did Kate Hollern even remember that she'd acted on your behalf previously in all of this?

    For starters, I would make a summary of that list and present it to Kate Hollern.  And Garrity needs to hear from you too.  One key feature is that MITIGATION has, in fact, been shouted from the hill tops all the way along.  And nobody, but nobody has taken any notice whatsoever.  

    Probably does not help that you got 3 PCNs in a row.  I've been trying to think about this objectively.  The conclusion I keep coming back to is that when a very young child needs urgent care - frankly we are talking about a threat to life, I assume - a parent is absolutely consumed by the instinct to help them.  Nothing else matters and nothing else should matter, certainly not convoluted parking T&Cs.

    You haven't responded to the suggestion of going to the press.  I still think it's a good idea but not everybody can stomach that.  I think some major complaining may yet see this off but firstly create a clear & detailed timeline / list of everything that has happened, if you have not done so already.

    I did contact the local press, someone will be calling me tomorrow hopefully.
    I will collate all the information together and post it.  yes a threat to my daughters life/health was the mitigating circumstance.
