disabled parking in car park

i went to a car park in telford , parked in disabled bay , i have a blue badge that i displayed on dash board , i then went to parking machine but above it was this sign

it reads BLUE BADGE HOLDERS - FREE PARKING

so i looked on machine but nothing about disabled parking , just cash and card payments

so i took it as if i display my blue bagde then parking is free but a few week later i got a parking fine saying i hadnt paid for parking and they wanted £35 if payed straight away or i could appeal to POPLA which i did with photographic proof but they haver come back saying i should have paid and parking fine stands 

what can i do now as ive just had a letter of the parking company saying ive run out of appeals and i have to pay now

    Which parking company ?

    Post a picture of the parking company sign on here , so we can check what it says , I suspect that you would have to have obtained a ticket and pushed a button  , or more likely you have read the council sign but parked in a private area

    Was this a Council car park? 

    It is likely that you needed to display a (free) ticket.    If that is the case, imo you should pay the £35.   
    You never know how far you can go until you go too far.

    It which case, why were PoPLA involved?

    It think the last point in Redx's post probably covers it...
    ...you have read the council sign but parked in a private area

    They CANNOT have offered POPLA, and the NEWBIES thread is not what you need for a Council PCN.  

    Show us the PCN itself, and the rejection letter.  There is no way it offered POPLA unless there are 2 car parks next to each other, one Council and one private and your PCN is from the 'wrong' side?

    If it a Council one then you WILL win at adjudication as you were offered free parking.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I still believe that the OP or driver read the council signs featured above but parked in a private car park and hasn't told us who the parking company was. There is one near me that is one third council , one third SIP Parking and one third Cel for KFC , a very confusing system

    i parked within 10 feet off that sign/parking machine and there were no fences or bounders between , i will scan in the rejection letter i received in awhile

    I am sure you did and am not questioning your version of what happened, there are many car parks that are co located and sometimes the nearest machine is the wrong one , quite a few are reported in Milton Keynes for example , and one in Hyde , cheshire is similar, where depending where you park the wrong machine could be the closest, as could the signs

    sometimes boundaries are blurred or non-existent, it happens

    my point is that the pictures you provided are council signs , yet your parking notice is not council, its a private company, nothing to do with the council

    you havent even told us which parking company issued the pcn yet
