    you need to remove that picture and redact your personal details before putting it up , your data is precious and should not be posted on the net where anyone can see it

    so now we know that your pictures are of council signs but your PCN was from CEL for Hall Court , Hall Park Way , Telford , TF3 4NF

    therefore , its clear that the vehicle was not on council land but on private property

    but thats where i was parked and its all just one carpark , what do i do now ?

    I would be phoning that council (despite the flooding issues they have) and ask why CEL are issuing tickets on a council car park, see what they say about it, they may know , or may not

    if it is council, then ask to speak to trading standards and try to get a map out of that council showing their car park and its boundaries from their estates or planning department, because I have looked on Google Street View but cannot see anything for either, but they could be old photos on GSV

    you definitely need to be Poirot on this one and root out the truth behind the reasons that a private parking company and popla have ruled that you were in the wrong and parked on private property , then complain to the BPA and to the DVLA if its a definitely council car park as your pictures and position imply , as a jurisdiction issue

    did your POPLA appeal question land ownership ?
