    If you change address, tell the parking company using the phrase "My new address for service is.... Please erase the old address..... as it must not be used" inserting the appropriate details. 
    So to be clear - the bays in YELLOW aer in the private car park, the RED circle is the sign (and payment machine) for the council car park? If so thats VERY unusual for the council.

    I also wrote later that same day...
    Maybe go to the council offices and inspect the map in the Off Street Parking Places Order that Castle mentions.

    I used to live near this place, anything about Telford interests me, I've emailed the council to see if I can get a plan emailed without visiting

    si i was in the private carpark but the machine within 20 yards was a council machine but there was no way to distinguish which carparking spaces the machine actually serviced

    I've had discussions with the council regarding this, they are working from home and are unable to get to the map relating to the order atm, but will forward it to me when they can. However, your reading is correct. If you are at the roundabout where the machine is, the car park on the RIGHT (Telford Centre Long Stay) is run by Smart. There are three bays on the road IN FRONT on the small link road, which are council land. The large car park on the LEFT (Hall Court) is Council land. The row of disabled bays here are within the council's remit. That machine on the corner serves both the bays and the main Hall Court car park.

    The council say CEL do not operate on any car park in that area, and do not know why they would be there.

    The gentleman I spoke to says he had been liaising with someone but he said they hadn't replied to his email. Obviously with GDPR no more could be said. 

    The council would like to see the original CEL PCN as the letter on P2 is not enough, I have sent that to the council though.

    I note OP hasn't been on since 19 March, probably thinking this has 'gone away', but if you're still on here, please redact & upload it, or pm me and I'll give you the contact's email @ telford.gov.uk

    If you can't find it, please do a SAR with CEL to get everything they've got.

    Heard back from the council, Plan and Order attached, pictures clearly showed that the vehicle was within the area highlighted, so would be easy to win.
    And, of course, CEL should not have been accessing OPs data, But OP hasn't been on since. Pity.

    You wont be attending court anytime in the next 12 weeks anyway. ....
