To ever develop that field would require the local plan being expanded to enlarge the settlement and that is best done by one owner or one developer fighting for planning for the lot.
Sell it off as 40 or more individual plots then each and every one would have to apply for planning permission. Then even if by some miracle they get permission who is going to install the road, the drainage, the electricity etc etc? the plot owners can't they don't own the road?
If I was thinking of a way to STOP development on this site and make money in the process, selling it off as lots of little plots would be a good way to achieve that.4 -
