    To ever develop that field would require the local plan being expanded to enlarge the settlement and that is best done by one owner or one developer fighting for planning for the lot.

    Sell it off as 40 or more individual plots then each and every one would have to apply for planning permission.  Then even if by some miracle they get permission who is going to install the road, the drainage, the electricity etc etc?  the plot owners can't they don't own the road?

    If I was thinking of a way to STOP development on this site and make money in the process, selling it off as lots of little plots would be a good way to achieve that.

    There's a piece of land near me that's also being presented with functionally similar language suggesting the possibility of development. It's easily big enough for tens of houses. Guide price: 73K. And, it's long and thin and if there was a road down the middle there would not be enough space for houses. But, the suggestive language is there.

    But the language used strongly suggests that this is an investment opportunity - So subject to FCA regulation. The FCA has shut down land banking scams schemes in the past.
