I suspect that it was originally built as a small commercial unit with speculative residential planning thrown at the council for good measure. With residential planning granted, a somewhat half-baked attempt has been made to convert the thing to a house. I've been in similar buildings in commercial use; the mezzanine is either used as an open plan office with meeting rooms downstairs or, as a boardroom with offices downstairs.mi-key said:

That may also explain the lack of other amenities such as gardens, views, garage, outbuildings and the like that one would expect for the money. The 'garden' really does have the look of a car park that has been turfed over.2
