    You missed the "spot the cat" (real cat) opportunity.
    I've seen such carpeting before on open risers.  I suppose it's because you want carpet all the way to the edge, but trimming it flush with the tread would cause it to fray.  Also, there, it has the important secondary feature of cushioning the inevitable bumped head of anyone doing things in the under stairs alcove!  
    One would normally trim the carpet a little oversized and fold the excess back underneath, Staples would then hold the whole lot in place on the stair tread.

    £400 PCM seems about fair for that place, not knowing the area.  It's a pretty good yield on the purchase price, so raising it seems like racking.

    If this is a local authority flat, bought under Right to Buy, I think all the leases are the same length, namely 125 years starting in 1984, ie with 88 years left. Ground Rent will be £10. Auction buyers will know that sort of thing, but in any case I expect all the details are in the auction pack.

    No idea what it will sell for. That depends a bit on what major works are in the offing. I see no sprinklers, and a buyer may have to fork out £10-20k for fire protection works, post-Grenfell.
