- she very kindly offered to reduce the rate (below £500 but more than £400 – I’m keeping the numbers vague on purposes) if I paid now and no further action was taken.
It’s a one time offer expiring at 15:00.
She also said that I can appeal to APCOA and they may cancel the charge and you can have the money back but this needs to be done in writing to them and within 14 days of the letter.

That's good.
DRP has to respond within 45 days or it's automatically taken from their account and back to yours.
DRP must prove that they are owed the money and they cannot as this so called debt does not belong to them .... they have to prove the so called debt
So, we wait, tell us what they say1 -

This is horrendous. No-one pays a debt collector or APCOA, this was nothing.
APCOA couldn't hold you liable in law.
Debt collectors are not to be paid, and they lie to get money from people.
When you get more in future, appeal them as per the NEWBIES thread, as the keeper of the car (or are you the hirer/lessee of a company car?).
Do not say who was driving and you'll beat APCOA at POPLA, by following our advice.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
