Newlyn Debt - scam? Or a mistake? (resolved)

I've just opened a letter from Newlyn Debt Collectors, apparently "instructed by Gladstones Solicitors on behalf of Uk Car Park Management ltd". It's for a supposed ticket I got at a location in Ilford over a year ago. The car is mine, but the problem is:
1. I have never been to Ilford in my life.
2. I've never been contacted by Uk Car Park or Gladstones about any of this.

So my questions are:
- is this just a scam?
- if it's not a scam, it's definitely an error. How do I stop it?

    Does it say the case has already been to court or a default judgment has happened?

    Does it give a real Claim Number?

    Is your car registered to an OLD address and the letters went there? Updating your driving licence when you move house does NOT change your car's registered address.

    It says "to recover an unpaid County Court Judgment which was issued against you in respect of an unpaid Parking Charge."

    There is no claim number. There is a case ID, a Client Ref and a date. Additionally the location of the supposed incident is full of spelling errors. My car has been registered to my current address for at least about 6 months.

    2: you need to send a SAR to Uk Car Park Management ltd

    3: you need to update the DPA of Uk Car Park Management ltd with your correct address

    4: you specificly need help with newlynsc , who as you know are bailiffs , this info needs to come from someone skilled in this subject

    Re. 1: How do I find out which court it was? The letter does not specify this.
    Re. 3: I'm not sure what you mean by this, do you mean data protection? Please clarify.
  • it would have been a default ccj , so done on paper at central (northampton) , not a local court

    3: the parking co have the address that was on your v5 within 14 days of the initial ticket , which you never got

    the sar and runging court should get you more details

    It is already clarified in the NEWBIES thread post #2 about getting a SAR (data).

    You need to ask UKCPM and Gladstones (NOT NEWLYN) copies of the letters and all photos from UKCPM and the sticky thread even tells you how to find the right email addy, so you can do that email (and attach the bailiff letter and your V5C to prove you are the keeper and your current address) right now.

    DO NOT pay UKCPM off, this is not how to resolve a CCJ. It is not wiped by paying it off. There is a thing called a set aside but for that you need the Claim Number and details of the charge.

    You need to act promptly to get a set aside done. The Judge will look to see that you have, as part of the hearing decision at your local court, that you need to get started.

    Do you qualify in low income grounds for help with court fees?

    If not, then a set aside N244 application costs £255 and the NEWBIES thread post #2 tells you all about that, as well as all about a SAR.

    Also send a SAR to Gladstones and ask for a copy of all letters supposedly sent by Gladstones, including but not limited to, the Letter before Claim and the Claim form (or an electronic version of the data that populated the Claim form).

    Attach your scanned V5C and the Newlyn letter scan, to BOTH your SAR emails.

    Tell them as well that the claim was never properly served - and to note your address which is correct with the DVLA - and will UKCPM agree to a set aside WITH CONSENT? insist that the old address is 'erased' from all records by Gladstones and UKCPM.

    Do not send a SAR to Newlyn bailiffs; no point. Nasty bunch, outed for alleged rogue practices by BBC's Watchdog in the past I believe.

    Thank you for all this, but this reads like a long journey into insanity. I was not at the address, this ticket was not issued to me. Do I really need to go through all this?
  • the parking co can only ask the DVLA ONCE for your address , so either they failed or you moved house / updated licence very shortly after 14 days after offence

    photos from parking co should dhow clearly your reg plate or not , they often mistread or guess them , however that is for later

    I moved house around the time of this incident, and I did not update DVLA details for a little while after that, so they may well have written to my old address if they were quick. But by the time this got to the courts etc my details would have been updated. The main issue isn't why nobody contacted me, it is that I have never been to the location specified on the PCN.

    It is but unless you act asap, you will have 6 years of a CCJ and that causes big problems
