Unless it's a windscreen PCN you are responding to , they know the keeper because the DVLA told them and then they send a postal NTK PCN to that keeper

What evidence?? What risk??
It tells them nothing that they don't already know.
Remember, the PPC have already written to the keeper.

Thanks for the information. Early days yet as I only received the PCN on 5th January. Should I wait before sending the email to the landowner? Sorry for all the question but first time this has ever happened to me and I don't no anyone else who has had a PCN.0 -
But was it a windscreen PCN or a postal PCN ?? , it matters and you don't seem to tell us0

Hi there, it is a windscreen PCN so they shouldn't know me yet. Does that make a difference to contacting the landowner?Unless it's a windscreen PCN you are responding to , they know the keeper because the DVLA told them and then they send a postal NTK PCN to that keeper

I suppose you could wait for a postal NTK to come in the name of the keeper, then you can do both, or the keeper can, because their name will be known abnd there will be a pcn in the post that the keeper wants to be cancelled
the postal NTK should arrive after day 28 and before day 56
if you had mentioned it being a windscreen ticket earlier on there wouldnt be as many confusing pieces of advice0 -

Sorry, I thought I had indicated that as I talked about approaching the manager at the store about it at the time but I guess I could have been clearer. Again, this is a new experience for me and one I do not want to repeat if possible!0 -

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
Where is your evidence that the occupants of the car left the site? You will lose at POPLA so cancel this PCN.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
in order to resolve the dispute I attach a copy of the driver's receipt for shopping on the day as they were a genuine customer on the site. .
