Complaining to retail company re PCN

Hi,
I received a PCN from UKPC on a retail estate in Ashby de la Zouch last week. The retail outlet I was using was Pets at Home. The manager said that he could not help as it was a private car park.

I have read the thread about complaining to the retail provider. However, I wonder if anyone can help me with any ideas about what I should include in my letter and to whom I should address it? Should I send it to customer services or to the chief exec?

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    At this stage its important not to name the driver, so no i was driving i rove i did this.
    the vehcile was issued a parkig charge and you are the registered keeper.
    Next, if this is a multiple retailer retail park then pets at home may (will probably) not own the land, so you will need to find out who owns the site, is this car park shared??

    Thanks for your response. I have messaged my MP - Heather Wheeler, who is a government minister. An aide responded and was not at all helpful! However, I did not mention the new legislation so I will get in touch again and mention this. They seem a shady bunch for sure!

    Hi,

    Thanks for getting back to me. I have drafted a letter to the retail company saying that someone else was driving. Should I not do this?
    It is a shared parking lot with Wickes, who were a lot more helpful when I asked them for assistance with this. Unfortunately, I did not shop there at that time.
    There is no map of the site, no clear boundary as Aldi is directly across Dent Road and could seem to be part of the same estate and the signage referred to 'may be liable to a charge' rather than will, is that relevant.

    There is no new legislation regarding private parking, so a little confused as to what you mean by this.

    This is the letter to the retailer:
    Dear sir/madam,
    I shopped at your store in Ashby-de-la-Zouch on Sunday 5th January. After finishing shopping. I returned to my car to find the attached ticket attached to the windscreen of my car. I have also enclosed the receipt for my shopping at your store.
    I approached your staff who merely informed me that this was nothing to do with them and gave me details of the appeal procedure for UKPC. Later, I contacted your store’s manager to ask if he could do anything to intercede in this matter. He said that he had received a number of complaints about this matter but that he could do nothing to help. He also said that he could not take my details because of GDPR. However, I have had training in GDPR and I know that there is no problem sharing personal information with a third party if the person who owns that information gives their permission. I was also surprised at this as my wife had contacted the manager at Wickes, which is on the same estate, who said that he was bringing up the matter of customer complaints about charges with the parking company.
    I have been a customer of your company for several years and I must say that I was disappointed at the attitude of your staff in this situation. I am surprised that your manager was not prepared to bring up my case with the car parking company when the Wickes’ manager was happy to do so.
    I would appreciate your urgent response in this issue as the ticket charge will increase after 14 days.
