According to the report, this guy only survived because he was wearing a suit with airbags.
The dashcam reads 66mph as he enters the bend (so his speedo probably read around 70mph) and it's due to the speed that he veers onto the other side of the road as he takes the bend.
Everyone should slow down (except the millions of drivers that pootle along at 40mph who should, for the love of god, speed up).

You can drive at 120mph down an empty motorway perfectly safely. On the other hand driving at 20mph outside a school at 3.30pm with the sun in your eyes and double parked cars is very unsafe.0

If you're saying that the number on the speedo relative to the number on the stick is the only relevant detail, then you're saying that at 59mph, there'd have been zero issue, but at 61mph, the above was inevitable.
Having said that, you may wish to note that he wasn't charged with exceeding the speed limit. He was charged with one of the Dangerous Driving family of offences. It's perfectly possible to drive dangerously within the speed limit.
FWIW, he doesn't even appear to have understeered, just deliberately run wide on the assumption there was nothing coming.0 -

100mph on a motorway may be fine (in the right conditions, in the right vehicle and with the right sort of driver experience and training) but 4mph in the wrong location can lead to a fatal accident:
