I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. i am little confused now what would be the next best course of action email or send a letter. what if I do nothing at all since CEL did not provide new particulate of claim. would not the judge automatically dismiss the case?

Jeez why would you not want to grasp the quick win and request a strike out?
Write a letter addressed to the judge and send as a pdf to the court. I'd use email then phone to try and check it has been received. If you want you could also send a draft order as follows:
UPON reading the letter from the defendant dated xxxx
AND UPON the claimant having failed to file and serve Particulars of Claim as directed by the order of Xxx dated xxx
IT IS ORDERED THAT:
The claimants claim be struck out7 -

Search the forum, everything has been done before so no need to reinvent the wheel. Here is a LINK to a thread where the poster created a WORD document (although on here it is a pdf) to send to the Judge. Although this one is about the strike out for abuse of process, just use it as a basis for your draft order and change the words to pick up what @Johnersh said.2
