Probably best that you answer the questions there and stick to that thread.
Although in that tread it's Parking Eye that issued the ticket. It does sound like the same one though0 -

I can appreciate from the information you've provided this experience must've been very distressing and I'm very sorry to hear about your experience.
DCBL
The FCA Register is a database of financial service firms and I’ve searched this Register for details of DCBL and have located them as an authorised. The firm appear to have permissions (activities the firm are allowed to carry out) relating to debt collection. This indicates that they’re not authorised or regulated by us.
If this isn’t the same firm your concerns relate to, please do let us know.
Regulated and unregulated debt
It’s important to note that not all debt is regulated and debt which isn’t regulated would fall outside our jurisdiction.
Debt that relates to a consumer credit agreement, such as a credit card or personal loan, would fall within our jurisdiction and firms collecting a regulated debt would need to be authorised by us and also hold the relevant permissions to collect the debt. This is what the firm are regulated by us for.
Debt that doesn’t relate to a consumer credit agreement (parking fines, utility bills, council tax) generally falls outside our remit and firms collecting those debts don’t need to be authorised by us. It’s important to note that our rules and principles for businesses also wouldn’t apply in these cases.
From the information you've provided, it appears the debt you're referring to is one that doesn't fall within our remit and therefore, our rules and guidelines wouldn't apply to such debt collection.1 -

They could be under "Direct Collection Bailiffs Ltd"
Go back to the FCA for investigation
Also complain to the CSA.

As above. Point out to the FCA that although they say DCBL aren't regulated by them, DCBL have said themselves that they are.
Both cannot be true.
It may be that it is DCB Legal that is regulated by the FCA, but if the debt crawler arm is saying on their letters they are regulated then this is misleading.
The FCA should still investigate and tell them not to use false advertising.
This in turn is something for Trading Standards to note as well.
Perhaps it was DCBL not Sir Walter Scott who once said,

Update and Please close thread. The matter is now CLOSED. I have had and KEPT a letter from DCBL stating that the matter is now closed and will no longer be pursuing any funds from me. I am unsure if my local councilor, my email or a combination of both resolved the case. But I do not care ....DCBL can now go and do one.
