I don't believe for one moment that the "contract" will stand up. Reference to the site singular, but governing multiple sites, with "varies" given as the contractual terms. The parties to the contract and signatories are redacted, but i'd be amazed if a primary school in a separate part of the country was owned and/or managed by the same entity as a commercial shop at a train station, much less contract on the same date.
It seems most likely that these are all JustPark sites and it is they who have contracted with UKCPM. The witness statement describes it as a landowner agreement, which may well be incorrect.
Lots of legal argument in the statement. very little fact. That's not what a witness statement is really for. There's at least a suggestion from the link Coupon posted that these were new terms in Dec 2018. If that is the case, then there should have been additional signs to bring the changes to the attention of visitors. That's a factual point, so no idea what you say about that, but certainly the statement they serve doesn't say anything at all.

There are no photos of any signs in situ, and there's no mention and no photos of any tariffs board, which can be clearly seen on the Google map.
The Google map at March 2018 still shows the "Double Arrows" for British Railway, which would suggest that it's not relevant land.3 -
