Why can't they use the same photo as on the present photo licence ?
They CAN use the same (up to 9 year old) photo from the passport ?

The photo on your present licence could be almost 20 years out of date if you had used an almost expiring passport as the source of the image for the current photo driving licence.

Any link to prove this fact ?
According to DVLA - My pre - 31 March 2000 issued paper licence is still valid - no mention of any need to replace once issued with a plastic card !
Your paper was, and would still be valid, if you had not exchanged it for a photo card one.
As posts 35,39,40 and 41, when you exchanged your paper licence for the photocard, it replaced the paper one and the requirement is that it is cut in half and returned to the DVLA, so you should not be in possession of it.
The photo card licence is also still valid until you are 70 (unless short term for medical reasons etc.). It is the photograph that needs renewing every 10 years.
