    I agree - but that doesn't answer my question
    Is my paper licence still valid - YES - according to DVLA

    But can I use it to drive - without a plastic card ?

    your right to drive is.
    you requirement to have a valid photocard isnt.
    Not really complex to grasp but you seem to like to make everyday things complicated

    Im fairly sure that when i hit 70 and had to replace my paper license i was told to return the paper license as no one was allowed to be in possession of 2 licences,
    I think i saw it in writing too
    make the most of it, we are only here for the weekend.
    and we will never, ever return.

    So why do DVLA say that a pre-March 2000 paper licence is still valid and not to destroy it ?

    If you have a paper driving licence

    Paper driving licences issued before 31 March 2000 are still valid. Do not destroy your licence.

    When you update your name or address, or renew your licence, you’ll only get a photocard licence.

    Your paper licence is no longer valid, here is the website where someone with a paper licence gets a photocard license:

    https://www.gov.uk/exchange-paper-driving-licence

    Notice the wording used in the title "Exchange your paper driving licence for a photocard licence".

    "Exchange" means you have changed your paper license for the photocard one so both cannot be valid. If you didn't get a photocard then your paper license would have still been valid but you did get one.

    Not if you exchanged it for a photocard licence. You didn't even need to. (I haven't, so I've saved £28 already, will be £42 before my paper licence finally expires when I'm 70)


    Your old style paper licence would still be valid if it hadn't been exchanged for a photocard one.


    We are talking about a dot Gov page here, they have very little knowledge of the Law, and you shouldn't take what you read on there as being the Law.


    Now you have a photocard licence you have to keep renewing it.



    Only way to be sure we are wrong is not renew the photocard and see if you get fined £1000, so you are taking a 71:1 gamble.
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))
