DVLA Rip off

I have just received a letter from DVLA - Informing me that my photocard licence is due for renewal
I have two options - on-line (but only if you have a valid passport) - at £14

or in-person at the post office - at £21.50
I no longer have a valid passport - so it will cost me £21/50
Which is a ripoff - why the difference ?

    Because of the extra work and the cost of the additional service they need to provide.

    What extra work ?
    The photo is going to take, what 5 seconds to transfer and in any case - could be totally out of date on a passport
    This is just another excuse to rip us off.

    i would understand to call it "rip-off" when in person in post office service would cost 215.00£

    Why can't they use the same photo as on the present photo licence ?
    They CAN use the same (up to 9 year old) photo from the passport ?

    Because the rules are it expires after 10 years.

    They both expire after 10 years !
    What I am saying is why can they use a photo from an (up to) 10 year old passport - but not a photo from a 10 year old (already in existence) driving licence ?

    You know that the post office and the Passport office are separate organisations, right?

    So the Passport office will pay the post office to process your form.

    Likewise "the form" then has to be processed by someone by hand in the passport office.

    All these things cost money, hence the price difference.
