I can’t find anything like it on the Dell website. I did find a laptop with an i3 processor, 8gb of RAM, etc, for £299, but that’s over the OP's budget.

As someone with one, I agree it’s slow, but it’s perfectly usable. And mine is from 2014. The newer ones are faster. Slightly.
I’m talking about browsing the internet and emails. I also use MS office on it. Nothing too processor intensive. For an elderly user, who is not too impatient, the response time is acceptable, and if the budget is highly restricted some compromises are essential.No reliance should be placed on the above! Since the OP insists on new, not refurbished, and doesn't want a tablet, I'm not sure that I've seen any 'good options' on this thread.
