It just means that they will have no witnesses, just themselves as claimant. The only reason they ask for number of witnesses on the DQ is so the court can organise a room of the appropriate size.3

Mediation benefits them, not you. So of course they can say yes. Makes no odds and nothing for you to think about any further. Waste of your time4

Latest update, I've now had confirmation that it's been allocated to my local court so at least I know they got the DQ OK.

And this morning I've had a phone call from BWL offerring to negotiate a settlement. I politely declined.2

OK. I've read the notice of allocation to small claims from my local court several times now and as far as I can see there is no mention of attempting to agree any document pack with the claimant, it just says by date xxx each party must send the court and every other party copies of any documents upon which they intend to rely, including written witness statements. Have things changed since the telephone hearing thread mentioned by @Ralph-y above?That being the case, does it sound reasonable that I email as late as possible (I'm assuming email is OK) in order to avoid BWL waiting for mine and then submitting their own docs afterwards with rebuttal of anything in mine?In my case date xxx is a Monday. Does it seem reasonable to email over the preceeding weekend?0

No, it is normal for both parties to send in their own WS and evidence, and not to have to 'agree a bundle'. In my experience that is less common.
And yes, it is reasonable to wait to see their hand and respond to it in your WS, emailing it over the weekend before the deadline of Monday. Or even on Monday morning.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I don't think there'll be time for that. Date is early April.
Had another call from BWL yesterday "just to check I hadn't changed my mind about settling and did I want to discuss an offer".2
