But KBT v Matton was on appeal, so if that decision was made by this Judge's Senior Circuit Judge in the same local area then this Judge is stuck with it and won't go against their senior, unless the facts were different.

Circuit Judges pee me off.  Mostly, they prove to be absolutely CLUELESS about the scams operated by private parking companies.  So they make a stupid decision and clobber the lower court Judges who know all about the scam, but can't then step out of line.
