Euro Car Parks PCN at Morrisons

I've read the newbie posts and Im not sure how to tackle this one.

Morrisons have recently introduced pay and display in one of their store in Bolton monitored via Anpr cameras and managed by Euro Car Parks.

They offer free 2 hour parking for £1 where if you spend £3 in store the £1 is refunded by Morrisons.

I was parked in their car park for a quick shop without paying and displaying (parked for under 1 hour) and my total morrisons shop was over £3, paid in cash, receipts thrown away.

As such I've received a PCN to keeper from Euro Car Parks for not paying and displaying - £85 reduced to £50 if paid witin 14 days.

I was trying to look for some technicalities to avoid paying this as its extortionate but cant seem to come up with any. The signage is clearly displayed. All I can think of is claim the machine wasnt working.

Is this worth a try or shall I just remain militant and keep ignoring notice?

I was thinking of emailing morrisons hq via their contact form but it ask for pcn ref as well other other info which would indicate i was driving and the newbie post says never say you were the driver so how do i concoct something for morrisons without giving away i was the driver?

Is the machine not working a decent enough story to use appeal against Euro Car Parks or is this one im gonna have to cough up?

Any tips advice would be appreciated

    Lying is never recommended.

    Try a landowner complaint in addition to sending the blue template appeal to ECP within the timeframe. Both these things are the first line of attack.

    If occupants of car shop regularly at Morrisons, then emphasise that in the landowner complaint. Estimate total spend over a long-ish period if possible.

    Occupants of car .... okay? Use the royal 'we'. Do not identify the driver in the appeal or the complaint.

    But as you (plural) were genuine customers, there are grounds for insisting on cancellation when emailing the manager or CEO (check out who other ECP Morrisons' posters have contacted by doing a search on here.

    IMO, you are unlikely to win a PoPLA appeal, but a judge may well think differently so challenge them to take you to court.

    [FONT=Times New Roman, serif]Nine times out of ten of these tickets are scams so consider complaining to your MP, it can cause the scammer extra work.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    but what excuse should can use to challenge as clearly im at fualt for not paying and displaying yet no loss has occured to morrisons or euro carpraks as i was genuine customer and had i paid and displayed the money would have been refunded? I need some convincing reason to challenge it.

    if i just say i forgot to pay and display i feel it's not really going to cut it particulary with euro carparks and their appeal process.

    the scammers are there to catch non- customers. not shoppers!

    This might convince morrison but in the off chance they refuse, it will certainly not cut it with Euro Carparks.

    the store manager when i called didnt even seem the slightest interested and advised to submit a complaint via their website.

    Stores are a waste of space, you need to go to the CEO. Make sure you explain that you, your family and friends can no longer afford to shop there if every shopping trip comes with a surcharge of £85.00. Other supermarkets are available ............ with FREE parking.

    I also received a PCN from ECP yesterday morning for also parking at Morrison's Blackhorse Street so this morning I telephoned 01274 261000 and told them what happened and they gave me a reference number and told me they will get ECP to cancel the PCN.
    They asked me for my Match and More card number and he said he could see that I had shopped there on the day of the PCN.
    I got caught out because for months the Pay and Display machines where covered with black sacks and when I last went to shop there I hadn't noticed that the black sacks had been removed and you had to pay and display again.
