    Complain to NPE, and to the IPC (because NPE are in the IPC) and to the BPA as well, because TNC Management Ltd t/a TNC Collections (TNC group services - see below) are a BPA AOS member.   

    Also complain to your local Trading Standards, and online to the Information Commissioner that NPE have passed your data to a firm who are seing unlawful letters, and illegally trying to charge £25 for a SAR and sharing your data between various changing compay names (is CIS.UK; is it TNC; or is it Unity Property Ltd, pr maybe it's 'transnationalltd.com' who handle data concerns...?!).

    I think it was twhitehousescat(?) who pointed out yesterday that TNC had changed their name (in January 2020), do the BPA know all this?

    This letter is atrocious in every way, threatening court within 72 hours of the letter is bad enough.  Threatening a summons is illegal and the rest is so obviously designed to act in terrorem of consumers that they need to be stripped of their licence, if they have one, and I believe TNC need to be sanctioned and lose their access to DVLA data for this.

    Email all of the above, saying that NPE and their agents CIS (TNCgroupservices.com) are misusing your data (email is below and on their website).  

    If you look up CIS UK, their privacy policy is shown in a link at the bottom of the page when you pretend as if to 'pay' and this is where they reckon they can charge £25 for a SAR...

    No complaint templates - your complaint needs to be personal, from the heart, and reflective of your circumstances.

    Surely  a debt collector cannot issue a claim in their own right?.  The comoany appear to be invisible, could this be a DIY letter?

    I would be inclined to contact Trading Standards.

    Good point.  It's a horrible, rogue letter, similar to another one I've seen with TNC at the top and the BPA logo at the bottom (bit different from your 'CIS' one but they come from the same rogue stable, clearly = TNC/ Unity, a BPA AOS member debt collector firm).   

    I'm encouraging all recipients of these letters from either CIS or TNC, that threaten a 'summons' in a red heading, to send them to the BPA as part of a formal complaint.

    It is completely unclear who has sent that letter, who is processing the OP's data and what on earth this is about, or how much money they want to rinse from the victim, who is just told to phone them up (and of course, be bullied and misled).  The letter CERTAINLY breaches the pre-action protocol for debt claims (seven days till a summons, eh?) and disregards UK debt collection rules (if they are members of a FCA-approved debt collectors organisation) and breaches the BPA CoP, in terms of misleading the consumer and impersonating a level of authority ('summons'...'bankruptcy'?) that they don't have.

    The BPA replied to me when I sent them a link to this MSE thread, and asked me to tell the OP to please send a scan of all pages of that letter to Gemma Dorans at the BPA to investigate:
