            I have lost count of the number of OPS discontinuances seen by myself and ParkingMad in recent weeks! We help with lots of them off-forum and this was one. We had three discontinuances last week alone. A few continue to trial but not many and I am only having to appear at phone hearings about once a month (including another win yesterday).
 ANOTHER OPS ONE BITES THE DUST!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I note the link you attached ref Action before Claim, but I assume that before sending something along those lines I would at the least have needed to write to OPS directly asking them to reimburse my costs, and giving them the opportunity to respond (in the negative, presumably!)?2

 1: A letter claiming the amount to be paid in 14 days. Failure will result in Court claim.
 2: After 14 days send a LETTER BEFORE ACTION giving them 30 days to respond. Include your evidence

 It's about creating a paper trail , with proof of postage (free certificate of posting from the post office counter)
 An LBC could do this but I would send them an invoice first , same as the PCN invoices sent to you
 Then it's an LBC by post
 Then it's an MCOL claim , online , the mcol website has full advice on raising a small claim1
