Google search the name of the PPC and the word 'privacy' and you will find their DPO email (no telling us they don't have one...we hate people posting that becaue they haven't Googled or read the result properly!).  Then send an 'address rectification re PCN xxxxxxx' email and also add that you require the old address to be 'erased'.

Use those phrases, which come from the GDPR/DPA 2018.
I have googled and this is the only thing that comes up for “pcm uk privacy” or “pcm uk dpo privacy”. https://www.parkingcontrolmanagement.co.uk/privacy-policy/ o no email. What next ...?

You could try dpo@pcm-uk.co.uk or data protection officer@pcm-uk.co.uk or dataprotectionofficer@pcm-uk.co.uk, it's almost as if they don't want you to contact them!

This despite their Privacy Policy stating:
As a data subject, you have the right to request all personal data held regarding yourself and your vehicle through a Subject Access Request. This request must be made in writing either to the operator’s postal address or via email directly to the Data Protection Officer.
How does one send an email directly to the Data Protection Officer if they don't supply an email address of that person?

    and...
Please also contact us (either by post or email), with proof of identification and any relevant information such as reference numbers, if you:
    • Object to your personal data being processed, and/or
    • Believe the details we hold on you are incorrect and would like us to rectify this, and/or
    • Would like us to delete the data we hold on you, and/or
    • Would like to restrict how we process your data

    Truly amazing.

I suspect they have removed it recently.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Maybe the OP could send a copy of their web site privacy pages to the ICO.
