    With an e-mail you at least have electronic confirmation that it is delivered, with post ................. who knows?

    I originally blocked thier emails as they were belt feeding them to me but I can unblock and send my response, would this be better than sending a letter?

    So I sent me e mail and got the usual generic "before we can proceed we need information for" data protection "
    I replied informing them they have all the information they need and had for some time. 
    Then today I received a letter which reads as follows 
    " your position has been noted however your reluctance to provide data security information means that we cannot discuss the matter by email. It will be mentioned to a judge your reluctance to negotiate at pre legal level should the matter progress that far. Please therfore provide full data security information by email in order for us to progress this matter 

    Any ideas?

    What are they asking for?

    You needed to have sent your name and postal address and proof you are who you say you are - but NEVER photo ID, not your driving licence or any such thing.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    What "data security information" did you previously provide to them?  They cannot just randomly ask for it.  But, as @Coupon-mad asks, what did you append to your original e-mail?

    Nothing apart from the obvious, name, address and the pcn number,  this is what I emailed them a year and a half ago.

    They want my phone number, email (which they obviously have) pcn number, make of car, registration, address and the name of the car park, all of this they have apart from my phone number

    Personally I would not want to engage with a PPC or their agents on the telephone. You want everything in writing.
