Yes. The BPA recommended that there should be a parking attendant on site to collect payments, but the landowner has bought a new P&D machine which takes cash and card payments. I believe it also has a built-in WiFi hotspot to enable payment via the JustPark app.3

And no 'consideration' grace period because the BPA have obliterated it in the 2020 CoP.
Once people take more than 5 mins to pay they are stuffed.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

https://www.walesonline.co.uk/news/wales-news/llangrannog-car-park-fine-beach-20537396I went down to Llangrannog over the Easter holidays,” explained Sara Powell, a barrister with links to Ceredigion and who lives in Cowbridge.
“Then a couple of weeks later I got this letter in the post - it was a fine for £100.
There's no indication that she will fight this either! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
