Yes. The BPA recommended that there should be a parking attendant on site to collect payments, but the landowner has bought a new P&D machine which takes cash and card payments. I believe it also has a built-in WiFi hotspot to enable payment via the JustPark app.

And no 'consideration' grace period because the BPA have obliterated it in the 2020 CoP. 
Once people take more than 5 mins to pay they are stuffed.

Even a barrister who has been caught out there seems to believe this is a 'fine', and continues to refer to it as such throughout the article.

There's no indication that she will fight this either!
