    Just to put an end (or is it?) to this thread, I discovered the land is owned by St Modwen of Birmingham.

    I e-mailed the company and explained the situation. The site manager said he would look into it for a "mutual solution" for myself and UKCPS.

    Half an hour later I received the following ...

    Further to my recent email, I can confirm that the parking notice has been cancelled. We have previously instructed UKCPS not to issue in the area due to the reduced size of the spaces.

    Their officer is currently being re trained.

    So they tried to charge me even though they knew they had no right.

    Can I go for a data protection breach against UKCPS?

    If so, what do I need to do?

    Letter of Claim for £x. If no response/satisfactory settlement, MCOL claim with correct fee relative to the amount claimed. They have to defend or you win a judgment in default. Whether they pay you then is another matter, they will receive a CCJ if they don't, and I think having an unsatisfied CCJ against them could affect their AOS status (check it out).

    Also report UKCPS to the DVLA and the IPC and explain that you have evidence that they are ticketing at a site without the authority of their principle/the landowner who has instructed them NOT to enforce terms at this location due to unreasonably small parking bays.

    Yet UKCPS are still ticketing illegally and what are the DVLA and IPC going to do about it?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
