SUCCESS! I wish to thank everybody on this thread who has helped me.

Dan got back to me with a contact at Savills to contact called Jonathan Jessop. I contacted him through the form on Savills website, and someone called Alexandra Hamilton (alexandra.hamilton@savills.com) asking for the reg number so it can be cancelled.

She emailed back this morning confirming it had been cancelled. So thank you all for your help.

Sometimes you gotta be like Poirot to get matters resolved

Ensure you get a cancellation in writing from the PPC , email or Royal mail will do

Until that happens , still look at doing the popla appeal on day 32 following the issue date of the popla code
