Perhaps there is an estates manager or director ?
Email the nearest with the complaint and ask them to pass it on to the correct person if it's not them ?0 -
I have now emailed Savills and someone from Facilities & Estates, so i'll see what happens now.

Savills can often be quite helpful on the parking front.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Well i heard nothing back from Savills but i have just recieved this via email from Euro Car Parks:
Having carefully considered the evidence provided by you we have decided to reject your appeal for
the following reasons:
Euro Car Parks do not need to provide evidence of who was driving the vehicle, it is the
registered keeper’s responsibility to inform of the full name and UK Serviceable address
within 28 days beginning with the day after the notice was given. If the full amount remains
unpaid, under Schedule 4 of the Protection of Freedoms Act 2012 (‘the Act’), Euro Car Parks
have the right subject of the Act to recover from the keeper of the vehicle at the time it was
parked so much of that amount which remains unpaid.
If you were not the driver please provide the full details of the driver of the vehicle at the time
the Parking Charge Notice was issued (full name and UK serviceable address).
Should you provide an incorrect address for service, we will pursue you for any parking
charge amount that remains unpaid. Should you identify someone who denies they were the
driver, we will pursue you for any parking charge amount that remains unpaid.
The car park is operated by Automatic Number Plate Recognition (ANPR) – cameras capture
an image of vehicles entering and leaving the car park and calculate their length of stay.
Parking at the above site is limited to 120 minutes.
On entry to private land it is the responsibility of the driver to check for signage and ensure
that your vehicle has been correctly parked.
Your vehicle was parked longer than 120 minutes, therefore the notice was issued correctly
and remains payable.
Please make payment of the discounted amount of £50.00 by visiting our website at
https://www.eurocarparks.com or use the automated telephone service 0203 553 4559. Alternatively make
your cheque payable to Euro Car Parks Limited (to include a £2.50 handling charge for cheque
processing) and post to Euro Car Parks Ltd, 30 Dorset Square, London, NW1 6QJ, quoting the PCN
number on the reverse of the cheque.This amount is now due and the charge will be held for 14 days
to allow time to make the payment. If payment is not received by this time the charge will increase to
£90.00 and this may also result in the notice being passed to a third party with further charges
applicable.
You have now reached the end of our internal appeals procedure.

You can make an appeal to the Independent Appeals Service, POPLA (Parking on Private Land
Appeals) using the unique POPLA Reference code provided above. Please note, should you decide
to appeal to POPLA and your appeal is subsequently rejected, the option to pay a discounted amount
will NO longer be available and the FULL AMOUNT of the PCN will become due.
Please note - if the ticket was issued in SCOTLAND and or NORTHERN IRELAND, ONLY “THE
DRIVER” can appeal to POPLA.
If you/the driver decides to appeal to POPLA, you will need to visit the website, https://www.popla.co.uk,
where further details of how to appeal (either online or by downloading the relevant forms) can be
found. If the driver is unable to access the website, please call us for further information on how to
obtain the forms. Please ensure that the POPLA Reference Number as noted above is quoted on all
correspondence to POPLA. The driver has 28 days from the date of this letter to submit an appeal to
POPLA. If the driver appeals to POPLA, we will suspend recovery activity on the PCN.
Appeals may NOT be accepted if payment is made against the Parking Charge Notice, including any
appeals logged via POPLA, if applicable.
If you choose to do nothing, we will seek to recover the monies owed to us via debt recovery
procedures and many proceed with Court action against you.
By law we are also required to inform you that the Ombudsman Services (ww.ombudsman-
services.org/) provides an alternative dispute resolution service that would be competent to deal with
your appeal. However, we have not chosen to participate in their alternative dispute resolution
services. As such should you wish to appeal then you must do so to POPLA, as explained above.
I'm now wondering the best course of action to take? It says if i go via POPLA and it is rejected, then i owe the full £90! and to be fair, i can't really afford the £50, let alone the whole £90, so i'm half tempted to pay at the end of this month, but i thought i'd post on here considering ive had the reply. and see what the opinion was.

The first appeal to the parking company is usually unsuccessful. But it gets you a POPLA code and you've got 31 days to construct a stonking POPLA appeal. You do have a pretty good case so don't despair!
Of course there's an excellent chance Savills will cancel the PCN. If they say they won't, then up the anti with another email really hammering home the reality of the situation and how completely unfair it is. Hopefully that won't be necessary though. I'd say hang on in there.0 -
Forget the discount. It's often referred to as the Mythical Discount on here. Strangely there is always some reason why you need to pay the full amount.
Some people have reported they have paid then get chased weeks, or even months, later for the full amount.0 -

Thank you. I never heard from Savills to be honest but then i did only email one person but asked them to forward it on if i hadn't got the correct department / person. I'm wondering whether its worth emailing the nearest offices general email address?
So its worth going via POPLA then? I'm wondering if anyone can help me construct an appeal, as i'm not very good at stuff like this! and i can't really afford the £90 they want!!

And yes, also email Savills' nearest offices, that makes perfect sense to me.
Re. POPLA, you have plenty of time to become an expert. Start with the POPLA section of the Newbies' thread and read through examples of the different sections e.g. 'No Landowner Authority', 'Signage' etc. Also do a search here for ECP POPLA to see how others have 'built' their appeals.
It really is like building a wall, find bricks - i.e. the different sections - that you like the look of, shape them to fit this specific parking event perfectly, pile them up. One step at a time.0 -
Thanks for finding that, I hadn't heard of Morgan williams and nothing came up in a google search so i have fired the same as I sent Savills above.

I am the letting agent (I have no control over management and parking), but I am trying to find out who you should speak to.
So i'll wait and see if he comes up with anything too. I told him i thought it was savills but ive had no contact from them regarding this either.
