Dear Sir / Madam,
I am writing regarding a parking charge notice that I have received as the registered keeper of the vehicle on 31st July 2019.
The notice states that the driver was over the free parking time of two hours. I dispute this, as the vehicle was correctly parked for the set period of two hours, the rest of the time was spent driving round looking for a suitable space. The vehicle is a Motability vehicle and always displays a valid blue badge, I am appealing this ticket with regards to the Equality Act 2010 as no reasonable adjustments have been made and the parking charge notice has failed to allow a reasonable time.
Also the fee is also disproportionate, According to the Unfair Terms in Consumer Contract Regulations – parking charges on private land must not exceed the cost to the landowner during the period the motorist is parked there. In my case it is free to park for 2 hours (which I did not exceed) so the charge of £90 you are asking for far exceeds the cost to the landowner.

No, that's a pointless and weak appeal, not a genuine complaint about the horrible parking firm and the harassment. Please read the examples in successful complaints about PPCs.
Also it is not true to say: ''The driver was 15 mins over the maximum allotted time of two hours'' because they were NOT! They were parked ONLY for the allowed 2 hours and the PPC has failed to allow a reasonable time (say 5 mins) on arrival plus the mandatory minimum grace period of 10 mins on leaving.
Please read the NEWBIES thread and find the early link to Successful Complaints about PPCs and read any recent ones from the end (not from the start) and you will see how to word it.
But think about it, or write it yourself, and stop trying to make an appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As above, the driver was correctly parked for the 2 hours allowed for parking, which is the vehicle stationary or parked, immobile, in a parking bay
The other time is arrival and departure, none of which can be classed as parking, so the driver did not go over any of the 3 time periods that constitute a visit, arrival , parking and departure
When you fly out on holiday, the flight time is from takeoff to landing, the total time also includes arrival, checking in, security and boarding, plus deboarding , security , baggage reclaim and departure from the coach park

Your complaint should be about the way you have been treated and how affronted you are to receive a PCN, how disrespectful to a paying customer etc
It's not an appeal, the landowner knows nothing about it, it's not their charge or invoice
You are complaining about the actions of their contractor, as an indignant customer who has not exceeded the actual parking period and is distressed about receiving an invoice requiring money0 -

The PCN from Parking eye is rather vague and just states that the vehicle was parked for over the allotted two hours free time. The vehicle is a motability vehicle, and the driver(s) require extra time with regards to parking and manoeuvre. I am rather distressed to have received this notice, as this doesn't take into account the extra time the driver needs with regards to finding a space and parking.
The driver(s) of this vehicle are regular customers at the Kingsmead Retail Park, and have always abided by the parking terms and conditions, however, on this occasion, extra time was required to find and park in a space.
As you can appreciate, the demand for this large amount of money is very distressing, and i hope on this occasion, that common sense can prevail and the ticket be cancelled.

Sir,
I am horrified at receiving a parking notice whilst shopping at your store. I am a Blue Badge holder and am extremely distressed at the £100 charge given to me.
I would ask that you excercise your powers to have this cancelled. It is causing a disabled person stress beyond belief. Etc etc.
You can say you are a regular shopper and will withdraw your custom if it's true. If you aren't a regular customer say you will never visit there again.0
