Just double check the T&C, no obligation for notification of potential claim. Just need to report to insuer "intended prosecution, fatal inquiry or any writ, summons" after the accident (which there were none)

Well there is one, although you don't think it is.

Correct I don't think it is. The insurance company will have a hard time to convince anyone this note can be considered as any form of writ.

    "writ
    law
(formerly) a document under seal, issued in the name of the Crown or a court, commanding the person to whom it is addressed to do or refrain from doing some specified act"

As mentioned earlier, the policy isn't about what you think, it's about what it is.
You may not think a certain way as and when it suits you.
Either way it's not us readers you need to sway to your way of thinking, it is the underwriters of whom you share an agreement with.

And you may have a hard time convincing anyone that the note left on your car wasn't an incident you should have made you insurance aware of.

I don't think it is hard one I simply consider this as scam or prank. This is similar to when u receive automatically phone call everyday quoting "we believe you are involved in a car accident but it is not your fault", for which I won't make my insurance aware of anytime.

I agree, and your thinking is not necessary a representative of what it is anyway. I just express how I see it with my reasons.

    I haven't discussed my thinking.

It's not similar at all, the calls revolve around being due compensation following a previous incident.

Is the fact that you received a call talking about you potential involvement in to a car accident not be considered as an incident to report to insurer based on what you interpret the T&C?

That isn't how the calls initiate though is it?
On your logic, you have an accident on a roundabout, as you believe the other person was at fault, then you do not inform the insurer since it's just another dink on your car?
