YES, the T&Cs suggest you should inform them of any incident that may lead to a claim.
I did have a thought on the day if I should report to my insurance or not. However the quick search on the Internet (see links below) make me belive this is highly likely a scam so I didn't do it. However I did back up my dashcam video which I think it is very important.

What do the T&Cs of your agreement suggest?

T&C does say report any incident to insurer as soon as possible (doesn't mention anything likely incur a claim etc) . But I'm pretty sure this doesn't not include a normal day you found a suspected scam note on the windscreen. I am happy to do a poll here to ask the forum what would you do if you see a note like this. (especially after see the link above)

Believe it or not, the majority of readers here posses plenty of common sense, even in your found article, it quotes"Never call the telephone number that you have been given."
Believe it or not, not many would do what you have done.
Also the offender couldn't run many claims on their policy.

Well I have to admit that call the telephone number on that day was a mistake (that was before I read the article back home and I have never dealt with this kind of false claim before). I am not going to argue what most of the reader could have done. That is why I posted the situation to ask for suggestions here.

My policy says "You must tell us as soon as reasonably possible about any incident which may lead to a claim under this policy. If you receive any notice of prosecution, inquest or fatal accident inquiry or you are sent a writ, summons, claim or letter, you must send it to us, unanswered, as soon as possible".

Apart from reporting the incident, I'd have been obliged to send them the note, unanswered. I'd be surprised if your policy doesn't say something similar.

In my T&C it does have sth similar to above mentioned under "Accident and Claims Procedure" section, but there was no accidents happened on that day, I am not exactly sure why I should report to the insurance company. I did tell the insurance company what had actually happen when they first contact me. But I am not sure what difference this would have make.

This happened to my mother. She came out of the doctors and a man was standing by her car saying she bumped him. He showed he the scrapes on his and her cars. For some strange reason he had turned his car round so his scrape was on the other side from her car.
She was adamant she hadn't bumped. The following week she received a letter from his insurance company which she passed on to hers. No dash cam, no witness, however Tesco sent a man to look. He measured and took a paint scrape. The measurements and paint was different and she heard no more.
In a phone call to her he said it was a known scam whereby someone who has been scraped in a car park looks for a car with a similar scrape and tries to claim form them instead. This is why he would have appeared to turn the car round. A false claim can result in cancelled insurance which is why they take it seriously and send an assessor for what appears to be a small claim.

Thanks. What you describe is exactly the things make me furious - any car has old scrapes/tear and wears can become easy target by this kind of claim should there be no witness or dashcam. It is good to hear the insurance would take it seriously.

Don't you see , you are picking out the parts that you feel are in your favour only?
The receipt of the note is the reason you should report it to the insurance straight away at the time or as early as possible.
