The receipt of the note is the reason you should report it to the insurance straight away at the time or as early as possible.
I still feel strange to call my car insurance just because someone just write a note on my car to demand money.
OK, you can caught me inexperience on deal with this but this is what happened. What is the difference it would have made?

I've never heard of the police going straight to the insurers rather than asking the registered keeper who was driving.

The underwriters are in operation to protect their own revenue and reduce any losses.
They can only do this if they are kept up to date with the history of the policyholders.
It is more difficult if their policyholder delays notifying them of any episode that may give rise to a claim against that policy or if the policyholder risk factor has changed.
Notifying them at the time may have lead them to investigate the 3rd party policyholder if they consider it necessary.
By you not informing them they can only go by what was reported to them by other parties even though you were aware.

You say you have dash cam footage to prove you didn't hit the car, so just send this to your insurer and the police and it'll solve the issue.

Does it mean that I can be completely in blind (unnoticed), some one still can claim against my insurance and my insurance company do not need to confirm with me? That sounds very strange.

It seems strange that you didn't notify them at the time of something you consider minor yet it has escalated to where it's at now.
The insurers may payout to the 3rd party or they may try and defend it (not to assist you) but to protect their pot, they may ask you if you are prepared to attend court as a witness if it gets that far.

I would call this very discretionary, it seems strange to me to notify them at the time.

Is there anything I could do if i want to make sure the insurers do not payout to the 3rd party? As I am definitely not involved in the alleged accident and have strong evidence against it (happy to defend in court as far as it goes). I don't want to help encourage this kind of easy false/mistaken insurance claim and also want to put an effect to protect my NCD.

You can call it what you like, if you want them to offer you a policy, then you have to abide by their T&Cs otherwise they can cancel the deal .

There is nothing you can do to make sure they do not payout to the 3rd party, it is not you paying it, they may put it as a claim against the policy, they may not.

Send them the footage other than that it maybe cheaper for them to pay.

Thanks, I have already sent them the footage

Regarding what more I can do, i found the below link interesting, looks like I can raise an official complaint and insist the case is defended by the insurer and report to ABI should I found the insurer handling the case is not satisfactory, would keep that in mind.
