I couldn't find the debt collection information.
As Quentin said earlier, you need to be reading post #4 of the NEWBIES FAQ sticky thread which describes exactly how to deal with debt collectors letters.

I can see the ignoring the debt collector letter part, but nothing with #4. Are they the same thing?

Every post in every thread has a number.

This is post #14 in this thread. You can see that number in the top right corner of the post.

How did your complaint to the cinema go? Most people get them cancelled easily.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm just back from the cinema. The duty manager requested a cancellation of notice there and then without even asking me for my evidence. He said I should receive a letter of confirmation within 28 days, so fingers crossed!

Yay, glad to hear it. Not sure fingers crossed will help, though.

Trouble is, you already did POPLA (this was the wrong order to do this) and I reckon P/Eye will refuse to cancel it unless someone pays sixty quid.

You have the Manager's name and contact details? You will need to chase this.

You should have complained at the start, these are simple & free to cancel pre-POPLA.

IMO, PE signs leave much to be desired. I doubt that many judges would agree that they are capable of forming a contract, read this

and enlist the support of your MP as they are obviously trying to scam you.

Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

Until this is done you should still complain to your MP, citing the new legislation.

@Coupon-mad I had no idea I did anything wrong in challenging the notice when I received it - seemed perfectly logical in the first instance.

The duty manager said they usually cancel, but request a £20 admin fee.

Always, always complain to the retailer/landowner FIRST, about any PPC scam PCN.
