What has your question got to do with welfare benefits?
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

Does this person live with you? How are they exempt?

As for Jury Duty you can get fined if you do not do Jury Duty or reply to the form:

medical reasons. Can you contest this in court? What if the person in question didn't get the letter or misplaced and forgot about it? its not like they send follow up letter leading to the date?
  • Yes. When I did jury service, those that felt it was better to ignore the letters, were duly dealt with by the judge and each got a £2,000 award! He did all three in five minutes, each for contempt!

Of course, you don’t need to believe me!

you really do love judges don't you.
  • Are you saying the letters are coming to your address? If so and not addressed to you then don't open them and the content has nothing to do with you.

If the person "forgot" then I doubt that is going to be a justified excuse. Mark it on the calendar or put an alert into your mobile phone.

If they have an exception that they accept then they should contact the correct person to submit this to them.

Do you mean that you are an appointee for an exempt person?

As the OP has a constant habit of giving very little information when asking questions, that's something we most likely will never know.
