Parking Charge Limited & BW Legal

Afternoon all, and thank you in advance for help received.


I have read the Newbies thread in detail but still have some questions.


Back in November the vehicle in question was parked at a leisure centre. The only payment method was via a website called "Whoosh". There were no pay machines around or pay and display options. There was trouble accessing the website but eventually it was done and the parking paid for.


A parking charge notice was received with images of the vehicle entering and leaving the leisure centre with time stamps. The PCN claimed that no record of payment had been received for the time period.


Using the online appeal process, contact was made stating the PCN would not be paid and a copy of the Whoosh payment was attached.


A following letter was received stating the payment did not cover the time period in full and the PCN still stands valid.


All subsequent letters were ignored (wrong move I know).


A letter of claim from BW Legal has now been received.
The Newbies thread recommends that a SAR be requested but an email address for PCL is not listed on their website.


Are there any options available?

    if this is My Parking Charge , then your claim is probably from VCS

    the SAR is emailed to the DPO at VCS, to the email listed on their privacy page (and not to PCL)


    ignoring them after the appeal was made with a copy of the receipt was the correct action

    What does their privacy/data protection statement say about contacting them?

    Thank you both for the response. Sorry I should have said earlier the PCN was issued by Parking Charge Limited (PCL). They only have a payment website, unless I've missed something.

    ‘Parking Charge Limited’, owned by a retired Doctor (no doubt having to supplement a measly NHS index-linked pension) and his son, seemingly operating out of Israel. This industry appears to have few bounds!

    Have a look at Barnet High Street, what a dump.

    Still with net assets insufficient to buy a new Nova, I expect they cannot afford decent premises.

    Complain to your MP OP, they are asset to do some serious damage to these chancers. On 15th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.

    Until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    The Nova was finally replaced in 1993 by the new Corsa.

    What was the response from the leisure centre when you asked them to cancel the PCN showing your proof of payment ?

    I never contacted the leisure centre only parking charge limited. They said the ticket didn't cover the total time I was there so will not be cancelling the PCN
