    Which could well have a 60mph limit but it would be totally irresponsible and dangerous to drive at or near that speed.

    Always makes me smile when I hear about people annoyed by having their forward progress slowed by another driver.
    Those few seconds really do count when you're going for the "lap record" in the highly competitive motor sport of "going to the shops and back"
    "Windy" country roads, apart from motor vehicles, have tractors, cyclists horses and pedestrians (with cars coming the other way) and for that matter herds of cows, and or escaped animals.
    You are, after all, supposed to be able to stop within the distance which is visible to you. . .

    Do you understand what cutting someone up involves? It's an instant fail on a driving test, and is considered dangerous driving. Because it's dangerous driving.

    Failing to make progress in the road is another fail.

    You see - you're displaying the typical traits of a bad driver. Always apportioning fault elsewhere and never willing to consider your own driving. It doesn't sound like the other driver was failing to make progress, either. 10mph below the limit (which was what?) is not failing to make progress. You need to brush up on your understanding of the Highway Code.

    It sounds like the other driver pulled a dangerous manoeuvre, yes, but did it warrant you driving for several miles whilst "fuming"? Of course not, get a grip of yourself and calm down.

    You are aware that it's a limit, not a target, aren't you? Perhaps the answer for you is to take some advanced motoring training.
