Always makes me smile when I hear about people annoyed by having their forward progress slowed by another driver.
Those few seconds really do count when you're going for the "lap record" in the highly competitive motor sport of "going to the shops and back"
"Windy" country roads, apart from motor vehicles, have tractors, cyclists horses and pedestrians (with cars coming the other way) and for that matter herds of cows, and or escaped animals.
You are, after all, supposed to be able to stop within the distance which is visible to you. . .0 -

You see - you're displaying the typical traits of a bad driver. Always apportioning fault elsewhere and never willing to consider your own driving. It doesn't sound like the other driver was failing to make progress, either. 10mph below the limit (which was what?) is not failing to make progress.
