The keeper picked up their guests on the day the keeper got parking charges notice. The hotel manager refuged to waive the charges as they are unable to locate the keeper's details on their systems.0

A private hire driver picked up some guests ...
As a professional driver, they should be up to speed with the PoFA 2012. Dropping off and picking up people or goods is not parking as defined by the judge in the Jopson vs Homeguard case.
IF the hotel manager won't help, go hirer as already suggested.

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.
- in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.
Formal note:
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.

given we've said dont identify the driver, you dont ID the driver on the appeal page. The Driver on the day (edit your damned post again, stop using I, me, he, she all over the place. THE DRIVER was... THE DRIVER picked up... and so on) was a visitor to the site.0 -

On the appeal page, they are asking the personal details and if the visitor, guest, driver etc what should the driver pick?
The driver shouldn't be picking anything; they are not involved, and should sit on their hands in the corner and say and do nothing.
If the car in question is not leased or hired, and the template you quoted above is the one in blue text from the NEWBIES, then it is the correct one and should be sent unaltered, from the keeper.
We don't need to see it and nobody is going to read it to see if it is the correct one.
You were told this back in March of last year in post 2 of this thread.
If however the vehicle is hired or leased, then the blue text template is not the correct one to use.
Your priority is to complain to the hotel UK CEO, then appeal if the charges aren't cancelled by day 26. Do not miss the appeal deadline.
